Bearing the commitment to develop a ecological and sustainable city of industry in mind, the Kaohsiung City Governemnt has been actively doing pollution prevention, environmental protection and greenhouse gas reduction. The Kaohsiung City jointed international association of local governments, International Council for Local Environmental Initiatives(ICLEI), in 2006 with more than 1,000 cities around the globe to devote to an ecological and sustainable city. Meanwhile, the city sets its goal of greenhouse gas reduction: to have reduced our carbon emissions 30% from the 2005 standard by 2020. In order to achieve this goal, the Low Carbon Development Center was established as a comprehensive reduction consultant for government organisations, schools, industries, communities and comercial activities. In addition, by this project, the carbon right trading system is studied in hopes of propelling industries to resonate GHG reduction voluntarily through diverse mechanisms and economic incentives.
